The City of Concord is kicking off its update to the 2023-2031 Housing Element. As the City's most important housing policy document\, the Housing Element has a major impact on where new residential development is located\, and includes a set of goals\, policies\, and programs to meet the existing and projected housing needs of all economic segments of the community. This update must be completed and certified by the State no later than January 2023. A robust community engagement plan has been developed\, including seeking feedback from the business and real estate community in this important process. \n\n \n\nOne crucial component of the Housing Element update is to adequately demonstrate the City has the capacity to accommodate its Regional Housing Needs Allocation (RHNA) or its total number of housing units assigned by the Association of Bay Area Governments (ABAG). ABAG's role is to determine the methodology to distribute the total housing need across all jurisdictions in the Bay Area. Following a lengthy process to determine the methodology of allocating housing units for the region\, ABAG determined Concord's draft RHNA to be 5\,073 housing units. This number of units will need to be accommodated and planned for as part of this update to the Housing Element\, including identifying adequate sites where these could be built.
